The Vice Rector collaborates with the Rector in the fulfillment of the functions and carries out the tasks that the Rector entrusts to him. He is empowered to replace the Rector in case of illness or temporary absence of the latter.
Dario Masia He is a dentist, graduated from the Faculty of Dentistry of the Universidad Nacional de Rosario, teacher and researcher. He was Dean of the same Faculty in the periods 1998-2003, 2003-2007. He served as Secretary General of UNR from 2007 to 2011. His tenure as Vice Chancellor began in 2019 and ends in 2023.
In 2023 he was re-elected as Vice-Rector by the University Assembly, his new term extends until 2027.
Vicerectorate
Responsible for the internal administrative work of the Office of the Vice President. Understands:
-The movement of files, through the computer management systems for which it is enabled
-The administrative request and rendering of the funds that the university budget assigns to the Office of the Vice President
-The protocol relationship with the other management areas of the Rectorate, of the different academic units of the UNR and other institutions
-The communication of the activities carried out by the Office of the Vice President, through the physical and electronic means for which it is enabled
-It is the link between the Vice Rector and the programs, Centers and Institutes dependent on the Vice Rectorate.
Member of ASAEC (Argentine Association of Canadian Studies)
The UNR Center for Canadian Studies was created by rectoral resolution in 1989. With the aim of deepening academic and cultural exchange with Canada, since then a profuse activity has been developed with the university institutions of that country that resulted in programs of training and residence of academics of our university.
Our Center for Canadian Studies is a member of ASAEC, the Argentine Association of Canadian Studies. An organism that brings together all the Argentine Study Centers that depend on the UUNN. And, in addition, to more than a thousand teachers and researchers who have received scholarships from the Canadian government and who develop, together with the Association, projects related to the areas of gender, governance and the environment, among other topics.
ASAEC, in turn, is a member of ICCS. International Council For Canadian Studies, an international non-profit organization deployed in 39 countries, which integrates 23 associations and 5 adherent members. ICCS is dedicated to the education and research of Canadian studies, in all its fields.
As a member of these organizations, the UNR Center for Canadian Studies develops, in collaboration with the VICE RECTOR'S OFFICE and jointly with the UNR Internationalization Area, a set of academic, scientific and dissemination activities.
The Observatory is an agency of the UNR that systematically monitors the socioeconomic indicators of the region and the country, as well as research on economic and social issues.
Its objective is to become a benchmark for studies in the area of Gran Rosario and its surroundings. In this way, it seeks to contribute to improving the decision-making of the university community and the agents of society.
At an analytical level, it produces its contributions through the dissemination of information with strong emphasis on the technical treatment of the data, with exhaustiveness and clear exposition of the results, which it disseminates through the observatorio.edu.ar website.
The Observatory recognizes its origins in the participation of some of its members in the Academic Evaluation and Monitoring Council (CAES) of the INDEC Activity, created by Decree 927/2009 of the National PE with the mission of evaluating the application of the methodologies used. for the preparation of the Consumer Price Index.

Created by Resolution of the Rector 016/2021, based on a proposal from the Office of the Vice-Rector to put into operation a space that allows the development of lines of research on the medicinal uses of cannabinoids.
This is how, within the framework of those established by current legislation, which incorporates medicines produced based on cannabinoids into the health system, and by the bill that already has half a sanction, and which incorporates the UUNN as advisors in the health policies that were implemented in the matter, the mentioned resolution of the UNR was sanctioned.
The IdIUC has among its tasks to survey the state of the art and register the projects and actions in the matter, which could have been developed in the UNR, establishing priority lines of investigation, diffusion of partial advances and the results of the investigations.
Likewise, it must promote the training of researchers, promoting the incorporation of young researchers and advanced degree students, and induce articulations with teaching and extension.
It is also proposed to implement educational actions aimed at the community and generate cooperation channels with other public and private research centers.
This program is a preventive response against sudden death due to cardiovascular diseases. Settled jointly in the Office of the Vice President in the Area of Social and Union Action, it has among its main objectives:
- Carry out intensive dissemination campaigns about the problem and train UNR personnel in basic cardiopulmonary resuscitation and use of defibrillators.
- Create cardioprotected spaces in all areas of the UNR that include the installation of defibrillators, for which each physical area will tend to be equipped with them.
- Set up a rescue brigade that provides a first response in an emergency situation. This brigade must act in coordination with the medical or emergency system
- Advise on material and economic-financial issues, such as the preparation of the physical areas and the purchase of technical equipment and its maintenance.
Universidad Cardioasistida has a coordination instance that integrates the two mentioned management spaces, in which the presence of representatives of the four cloisters and the link with the academic units and other institutes of the UNR are guaranteed.
Created by resolution 3739/2021 of the Rector, the purpose of the Institute, from the milestone that the University Reform meant, is to develop academic activities according to teaching, research, extension and management programs.
They depend on the Institute, the University Reform chair and the projects that are established in it. The professorship is a credit option for careers with optional and/or elective curricular spaces.
In addition, the Institute includes a training program for management resources, aimed at those who are making their first experiences in university management and require training in basic fields.
The activities of the Institute include all the academic units of the UNR: faculties, pre-university colleges and CEI.
Created by Res. 017/2021 of the Rector, this chair was proposed by the Vice-rectorate with the aim of constituting a theoretical-practical space to study, reflect and act on the comprehensive and effective prevention of addictions, with the planning of diversity of activities, courses, workshops, meetings, among other strategies, actively participating with community actors and social networks, to promote effective and sustained preventive public policies.
We understand Addictionology as the study that allows us to understand the complexity of addictions from its different biopsychosocial aspects, deepening the knowledge of the multiple components involved, both the risk factors and the protection factors that will be the keys for the design of preventive interventions in each of its specific areas.
Addictionology proposes to modify not only the disciplinary division, but also the epistemological division of science, by working through the orchestration of the different disciplines and forms of knowledge that make up its methodological and epistemological pluralism, where the community socio-political perspective plays a role. central to achieving comprehensive and effective preventive action.
Its function is to advise the Vice Chancellor regarding educational regulations, in general, and university regulations, in particular, as well as regarding the implementation of educational and university policies. He is in charge of the following activities:
- Follow up on educational legislation, national and provincial jurisdictions, informing the Vice Chancellor of any changes that may arise and the effects that these would have on the relationship of the UNR with the educational systems.
- Submit to Mr. Vice Chancellor, at his request, analysis regarding university provisions, for the purpose of advising on their best compliance.
- Proposes to the Vice Rector, at his request, proposals for the creation of Centers, Institutes and other institutional spaces, framed in the UNR Statute and current regulations, issued by the Rector and the Superior Council.
- It proposes the implementation of courses and programs, destined to the training of the personnel of the Office of the Vice President and of institutions and management areas with which joint activities are carried out.
