On Friday, March 28th, at 9:30 a.m., at the Casilda Agricultural School, restitution will be made to the families and classmates of three students who were victims of the Argentine state's illegal repressive actions between 1968 and 1983.

Within the framework of the Agenda for Memory, organized by the Academic Council of Human Rights of the Universidad Nacional de Rosario Forty-nine years after the last coup d'état, the “Libertador General San Martín” Agricultural School will recognize, through a tribute event, the careers of students Víctor Bié, Hugo Bivi, and Sergio Jalil, victims of the serious human rights violations caused by the last civil-military dictatorship in our country. 

On this occasion, family members, friends, associates, students, faculty, non-teaching staff, and UNR and Casilda city officials will be present. It should be noted that this initiative aims to further reaffirm the Public University's commitment to Memory, Truth, and Justice.

To close the event, plaques of recognition for the detained-disappeared students will be placed on native trees: a guaran, a viscous acacia, and a sen de campo, symbols of roots that cling to a common territory.

The process of reconstruction, reparation, and symbolic and historical rectification of the files of victims of the Argentine state's illegal repressive actions arose from the creation of the Memory, Truth, Justice, and Reparation Program within the UNR, established by Supreme Court Resolution No. 727/2022, approved in October 2022 by the UNR Superior Council. This Resolution authorizes the registration of the "Repaired File" in personal files, also allowing for the registration of individuals who were illegally deprived of their liberty, disappeared, murdered, or deprived of their identity, reasons that caused them to abandon their workplace or school. This Resolution establishes that the Human Rights Area is responsible for coordinating documentary reparation and creating the corresponding procedure, which materialized in the File Repair Protocol approved by the Superior Council on August 24, 2023 (Supreme Court Resolution No. 050/2023).

Based on this institutional policy, Universidad Nacional de Rosario assumes the duty to contribute to guaranteeing the imperatives of Memory, Truth and Justice, establishes reparation mechanisms, preserves historical memory by publicly accepting the facts and commits the State and the institution not to repeat them. Furthermore, the procedure is aimed at complying with national and international regulations that establish obligations regarding Human Rights of the State at all levels.

The University's Human Rights Department urges the university community to contact us through any available means if they become aware of possible cases of arrests, kidnappings, disappearances, or murders of members of the community during this period, so that we can continue the corresponding investigations.
