The rector of the UNR Franco Bartolacci, at the request of the Rosario University Federation, presented an initiative in the Santa Fe Legislature to allow university students to be exempt from paying the stamp tax on rentals.

The rector Franco Bartolacci, at the request of the Rosario University Federation, presented in the Legislature of Santa Fe a bill that requests the exemption from the payment of stamp tax in rental contracts of properties intended for student housing in throughout the province, with the purpose of alleviating the expense that students have to face to rent.

The benefit would reach both students who rent in Rosario and those who rent in the city of Santa Fe, who will have to prove their membership in the university community by presenting the relevant documentation. In the case of incoming students, it is expected that they must accredit a regular student certificate issued by the corresponding academic unit or a certificate of registration for the degree. Students who are currently studying may prove their status by means of a regular student certificate or a copy of their academic history.

“The economic context is extremely difficult and naturally impacts the ability of many students to continue their studies. The rental problem is one of the most worrying. Many students today find it very difficult to rent and sometimes that is decisive for them to continue with their university career,” argued Bartolacci, who presented the project through provincial deputy Germán Scavuzzo.

“We are taking all the measures within our reach to be able to care for and accompany our community in such a delicate moment, even with all the budgetary difficulties, we protect the scholarship, dining room and residence programs, because we know that they are very important for Our students. We understand that this proposal adds another tool to help them, especially those who have this difficulty, it works for Rosario, it also works for Santa Fe, for the entire provincial territory, for cities like Zavalla and Casilda where we have Faculties and others in the province where There are headquarters of the UNL, the UNRaf or the UTN,” added Bartolacci.

The purpose of this presentation is to try to find relief for the expenses that students face to support themselves at the Public University in the midst of the strong economic crisis that the country is going through. According to data and indices published in the last month, the cost of renewing a property lease contract has increased exponentially, hitting citizens' pockets squarely.

The President of the University Federation of Rosario, Flor del Alba Cruz Valdez, who brought the concern to the Rector of the UNR in advance of the meeting that brought together legislators and representatives of public scientific and university institutions this Wednesday, indicated that “if there is a The problem that clearly arises from the survey of concerns that we did among University students is precisely the high cost of rent and the difficulty of finding a place at affordable prices to live in the city while we study. That is why we think this proposal is very important, which adds further help to many students.”

For his part, Deputy Scavuzzo indicated that he does not doubt that the proposal “will have the support of many deputies who are committed, as we have demonstrated in this meeting, to highlighting and defending the value that education, science and public university education and the actions that the State at all levels can promote to guarantee access to the young people of the province.”

Among the foundations of the project presented in the Legislature is that communities, throughout history, have demonstrated with their history that the best way to overcome crises is with strong investments in education. He also argues that the province of Santa Fe is at the forefront regarding policies aimed at education, having as a precedent the Educational Ticket and the welfare programs that both the UNR and the UNL develop and in many cases are unprecedented due to their magnitude and impact. .
