:: RATIONALE:

The “Regional Infrastructure for Integration” Program arises from the agreement signed between the Universidad Nacional de Rosario and the Regional Development Institute (IDR) with the participation of the Institute for Latin American Cooperation (ICLA) and implemented within the framework of the Center for Interdisciplinary Studies (CEI).

In a complex international context, the macroeconomic management of recent years in Latin America has made it possible for the impact to be less than that which occurred in other periods when international crises had a negative impact on regional economies. This advantage requires States to prioritize actions aimed at further improving the quality of life, reducing poverty and the social inequalities that still persist. Investment in education, infrastructure, innovation and productive development constitutes one of the fundamental pillars when it comes to achieving these objectives. A comparison between Latin America and other emerging economies would indicate significant differences in terms of economic infrastructure, such as transportation, telecommunications, water and energy, among others, which compromises the potential for economic and social development in the region. Achieving greater efficiency and effectiveness of public investment in infrastructure management by the State, improving the design of public policies through a comprehensive and sustainable scheme, promoting a clear institutional and regulatory framework to facilitate the intervention of the private sector and civil society, would contribute to reducing these differences.

Given that Rosario and its metropolitan area are located at the centre of a territorial network that includes the north of Buenos Aires, the south of Santa Fe, the east of Córdoba and the west of Entre Ríos, this makes it the logistics hub for transport and services in the Central Region of Argentina. Its production system is centred on agro-foods, placing Argentina as the fifth largest producer in the world and first in relation to gross product per capita, with an estimated grain production horizon of 100 to 120 million tons for the next five years. These increases in the productivity of the agro-food chain constitute the core of Argentina's competitiveness and international insertion. These increases require the appropriate Economic and Social Infrastructure for its development, a detailed analysis of the needs for investment in infrastructure in the region in order to maintain what exists, eliminate the current deficit, address vegetative and economic growth, as well as technological advances. This investment is directly related to the creation of jobs, the reduction of production costs, it facilitates the production of goods and improves the quality of life, it represents a real driving force for the economy.

:: SPECIFIC OBJECTIVES:

The Regional Infrastructure for Integration Program will promote, through academic activities and knowledge generation, the transfer and exchange of information and regional cooperation among universities, teachers, students, the private sector and civil society, the construction of an Infrastructure Development Plan at the local-provincial level; at the national level and at the South American regional level; and the improvement of the management and investment in infrastructure for regional integration and the real use of the productive potential of the region, in order to move towards a more integrated, equitable and inclusive society.

:: GENERAL OBJECTIVES:

  • Know and understand the constituent elements of an infrastructure management system, local, national and regional institutions, and how infrastructure management fits into them.
  • Understand and apply monitoring and evaluation techniques for infrastructure projects.
  • Develop theoretical and practical research work applied to the solution of infrastructure project management problems, their financing and social and environmental impact.
  • Disseminate existing information on infrastructure for regional integration through publications, social media, master classes and a website.

:: ACADEMIC OFFERS:

The Regional Infrastructure Program boasts a distinguished academic area, offering diverse opportunities for specialized training. These include undergraduate diplomas in Port and Waterway Management , Passenger and Freight Transport Management , and Regional Development Management . These academic programs aim to strengthen the capacities of professionals, officials, and stakeholders in the productive sector, providing theoretical and practical tools for improved planning, management, and implementation of infrastructure and logistics policies. Through an interdisciplinary approach and with the support of a highly qualified faculty, these diplomas contribute to the development of strategic human resources for regional development and integration.
