For the fifth year, the Transvestite Trans “Alejandra González” Job Quota is implemented at UNR. With the new entries there are now more than 20 transvestite trans people working at the university. The UNR is the university that achieves the effective implementation of this policy, a proposal carried out by the Gender and Sexualities Area in conjunction with the APUR union.
Since the presentation of the Transvestite Trans Labor Quota project by the Trans Rosario Transvestite Community and its approval by rector's resolution until today, the Universidad Nacional de Rosario It systematically incorporates transvestite, transgender and transsexual personnel into its non-teaching staff through a proposal coordinated by the Gender and Sexualities Area and the APUR union.
The political decision of the current university management allowed that number to be systematically exceeded, and in just five years of implementation, Rector Franco Bartolacci affirms that the UNR “It is the first public institution in the country to comply with the established parameter of the current regulations”. The internal regulations predate National Law 27.636 on the Promotion of Access to Formal Employment for Transvestites, Transsexuals and Transgender People “Diana Sacayán-Lohana Berkins”, which was enacted in June 2021. The national law establishes that the State “must occupy , in a proportion of no less than 1% of its entire staff, jobs with transvestites, transsexuals and transgender people, in all current regular contracting modalities.
The new non-teaching personnel who enter this year through this quota will work in the Faculty of Economic Sciences and Statistics, Faculty of Medical Sciences, Faculty of Veterinary Sciences and Government Headquarters.
The job placement process begins each year with the call to join the Single Registry of Applicants (RUA), this 2023 it opened in October for 3 weeks and reached a total of 467 people registered in the RUA. From there, interviews were carried out with applicants whose profiles were compatible with the open vacancies.
The implementation of the quota at the UNR has as a general criterion prioritizing the transvestite trans population that has the highest unemployment rates, over 40 years of age. The Secretary of Gender and Sexualities, Florencia Rovetto, shares that “this is a policy of reparative justice” to compensate for the historical exclusions and violations suffered by these sectors. Gender stereotypes and discrimination based on gender identity and expression continue to cause such a degree of violation, exclusion and violence that the transvestite population has an average lifespan of between 35 and 40 years in our country.
"That the UNR together with the APUR Union have the decision to apply the policy has to do with recognizing the work that has been done by transvestite trans organizations at the university.” says Michelle Vargas Lobos, who started working at UNR as a member of the Gender and Sexualities Area. Furthermore, she insists that “The quota is a public policy that aims to transform people's lives, in the case of the Transvestite Trans Labor Quota, it saves lives.”
It should be noted that this year the Labor and Educational Inclusion Program (PIEL) was created, which aims to accompany the educational and labor trajectories of the transvestite-transgender and non-binary population of the university. The program brings together lines of work that were carried out during these four years of management framed in the UNR Feminist Plan 2019-2023.
In this sense, the PIEL program articulates with different work spaces to strengthen educational trajectories and guarantee respect for the LGBTIQ+ community. Training on Dignified Treatment was carried out, with the participation of Personnel from the Student Directorate, Spaces for attention to violence, members of different management areas, gender secretariats of academic units and student groups. In addition, materials were developed for the correct implementation of Ordinance 750.
In turn, we worked together with Student Welfare to reinforce the scope of scholarships for the transvestite-trans and non-binary population of the university. Working groups were created with UNR projects and programs that address problems related to the transvestite-trans and non-binary community.

On Wednesday, December 6, the welcome ceremony for the new admissions for quota at the UNR was held, it took place in the Classroom of the Faculty of Political Science and International Relations. The Ambassador was present Alba Rueda, Special Representative on Sexual Orientation and Gender Identity, together with the Rector Franco Bartolacci and the secretary of the Gender and Sexualities Area, Florence Rovetto.
In support of this policy, Ambassador Alba Rueda recognized that implementation at the university can be effective thanks to the commitment of the management teams, teachers, non-teachers and students. “With deep humility and recognition to all my trans sisters who inhabit the university, I thank all my trans sisters and brothers who inhabit the university and Rosario with a historic struggle, putting their body into it, transforming reality and creating a democracy, thank you very much for that strength, activism and militancy”, shared.
At the closing, the fanzine “La Lengua Impúdica” was presented, which is the product of the writing workshop that took place between June and September 2023 organized by the transvestite-trans Educational and Labor Inclusion Program (PIEL). The objective of the workshop was to promote the meeting and creative production of transvestite trans and non-binary people in the university community.
The fanzine has the contribution of 15 transvestite trans and non-binary people, who shared meetings with the figures of dissident literature Morena García, Gabby De Cicco and Carli Prado.
