La Universidad Nacional de Rosario, through Superior Council resolution 284/2020, decided to grant, for the first time in its history, an Honoris Causa post-mortem Doctorate degree. Distinguishing Hermes Binner for his tireless work and dedication to strengthening the health system of the city and the region. During the ceremony, the University Dining Hall of the Health Area received the name of the former Governor of the Province of Santa Fe.
Hermes Binner trained as a doctor in the Universidad Nacional de Rosario, as well as, it was there where he began his career in politics, forever embracing the vocation for the public. He participated from a young age in different areas, being Director of the Board and Secretary of Extension of the Faculty of Medical Sciences.
He specialized in Anesthesia and Occupational Medicine, practicing mostly in the public sector and serving as Deputy Director and Director of different hospitals. Between 1989 and 1993 he was Secretary of Public Health of Rosario, where he began to develop a transformative model on this issue. Later, he was elected Councilor and in 1995 he became Mayor of the city, serving two consecutive terms. The main axes on which he focused during his administration were linked to decentralization and primary health care, creating care centers throughout the city and thus ensuring that each citizen has access to this human right. essential.
In 2007 he was elected Governor of the Province of Santa Fe, taking the public health model implemented in Rosario to the entire province, creating new health centers and effectors of medium and high complexity in different locations. During his tenure, Santa Fe achieved the lowest infant and maternal mortality in its history. Rights in education and teacher tenure were also expanded. Batolacci highlighted the figure of Binner, beyond the political banners. “There is a way of doing, thinking and feeling the world, that Binner had and that was evidenced in each of his acts, which we feel as our own. Hermes is one of those personalities so gigantic that he transcends his own causes, to become the patrimony of the entire society” he remarked.

The rector stressed that "there are no good policies without good people, with this tribute we are also recognizing the good man," said Bartolacci.
The dean of the Faculty of Biochemical and Pharmaceutical Sciences was Hermes Binner's godfather at the tribute. “Hermes Binner in the Universidad Nacional de Rosario He trained as a doctor and as a politician, because there he began to embrace the vocation for the public, medicine and politics became one path for him, a path of service,” highlighted Andrés Sciara.
The dean defined him as the manager of the Municipal Public System, which was recognized by the Pan American Health Organization as a model for Latin America.
