Access to SIGEVA-UNR
The Incentive Program was created in 1993 by Decree No. 2427/93 of the National Executive Branch and implemented by the Secretariat of University Policies of the Ministry of Education through the Secretariats of Science and Technology of the National Universities.
Its objective is to encourage research and development tasks integrated into teaching in national universities, helping to promote scientific, technological and environmental transfer activity.

To request payment
To receive the incentive you require:
a) Have a paid teaching position at the university degree level in a state-run university institution. Those teachers who perform research functions in Science and Technology organizations, who have simple or semi-exclusive dedication and want to receive the incentive with exclusive dedication, must adhere to Article 40 (carrying out the procedure at the CyT Secretary of the academic unit). corresponding).
b) Have presented and obtained any of the researcher categories defined in Article 9 of the Procedures Manual (ME No. 1543, 24/09/2014). Categories I, II, III, IV or V.

d) Participate in an accredited research, technological and/or social development project (Article 30, Procedures Manual). For example: PID-UNR, PIP-CONICET (rootedat UNR), PDTS-CONICET (rooted at UNR) and PICT-FONCyT (rootedat UNR). The project must be directed by Category Researchers (I-III) and the director must have approved the final and progress reports of the project used in the Program.
e) The payment of the incentive to the categorized research teachers is conditioned by the fulfillment of the teaching and research tasks established by the Program regulations, endorsed by the corresponding university authority, as well as the result of the periodic evaluation of research activities.
Inscription to the collection of Incentives
Registration for incentives is the process by which a categorized research teacher requests to collect the teaching incentive. Registration is done online (https://incentivos.siu.edu.ar/ ), and then the registration form must be presented at the Secretary of C and T of your AU.

Registration of projects to be included in the Incentive Program
Prior to the registration date for the collection of incentives, the S&T Secretaries of each AU will be requested to complete a form to those researchers whose projects have ended and cannot continue to be used for incentives.
Final and Project Progress Reports used for the Incentive Program
- Who does the presentation? The manager of the project that was used for incentive. It is important to remember that the projects used can be accredited at the UNR or by other external agencies (FONCyT or CONICET) that were established at the UNR.
- What kind of reports are there? In the case of the Incentive Program, two types of reports are requested: of progress (corresponds after using the accredited project or established in the Incentive Program for 2 years), and final (once the project has expired).
- How is the presentation made? The presentation of the final or progress report is done through SIGEVA. The S&T Secretaries of the Academic Units will notify the directors when the call is open. Those directors who have to present reports will find the presentation in their SIGEVA. - In March 2022, the presentation of the 2019 Final Reports (for projects completed in 2019, both accredited and established) and 2018-2019 progress reports (for current projects that have been in the Incentive Program for 2 years) closed. It is important to note that, in the case of an incentive program, a negative or non-filed report results in the DO NOT collection of incentives for 2 years for the director, and for one year for the members of the project.
- Clarification: the format of the final UNR reports and Incentive Reports is similar, the difference is that the UNR reports are evaluated by UNR peers while the incentive reports are evaluated by external peers (according to the Incentive Manual, attach file). Since 2020, according to the Resolution CS 346/2020 those projects accredited in UNR and used for the Incentive Program only present the Final Report in the Incentive Program, and the UNR takes said report as presented.
The filing of projects within UNR allows researchers to report on their current lines of research that are developed within the University but that were evaluated, approved and financed by official agencies external to it.
About the filing process
The radiation will be processed by SIGEVA throughout the year and filing resolutions will be issued every 6 months.
The Project Director must request the CyT Secretary of the Academic Unit in which he or she wishes to file to be assigned the corresponding procedure.
The Secretary will request the SIGEVA Administrator (cau@unr.edu.ar) to open the procedure and the Project Director will be responsible for completing the filing through the specific form.
- What does it mean to file a project? The filing of projects within UNR allows active UNR researchers to account for their current lines of research
- What project can I file? All those research projects developed within the scope of the UNR that were evaluated, approved and financed by official agencies external to it may be filed.
- Why is filing a project important? Filing is important to know all the research projects that are carried out in areas of the UNR.
- Can it be used for incentives? If the filed project was evaluated by CONICET or the National C and T Agency, it serves as incentives. Other external projects are useless.
- Only when used for incentives is a project based required to report.
- Filings can be submitted at any time of the year.
- It is carried out through SIGEVA-UNR. Contact Secretaries of C and T of the Faculty/Institute. The Annex of the Resolution CS 477-2021 has more information about the process.
Recipients: Teaching-researchers (TRs) with full-time or semi-full-time positions at UNR. TRs must be participating in a current accredited/based project at UNR and be at least 35 years of age by December 31, 12.
Submission Requirements: The scholarship application must be associated with the presentation of a scientific or artistic work at a national conference, symposium, or meeting. The work must be presented at the event by the applicant.
The event must be held in Argentina between August 01 and December 08, 31. Virtual or in-person events are permitted.

INTI-UNR SCHOLARSHIPS
- The system of degree scholarships co-financed between the National Institute of Industrial Technology (INTI) and the Universidad Nacional de Rosario It is intended for advanced students.
- Its objective is to promote the initiation in research of future professionals within the framework of projects according to the thematic axes of interest and strategies determined by the INTI-UNR Coordination Committee.
- The scholarships have a duration of one year and can be renewed for an additional year, as long as the reports of the tutors are positive.

Management of guarantees for Research projects whose Beneficiary Institution is the UNR.
The DPC processes the necessary guarantees for the presentation of Research Projects that are developed at the UNR both in National Calls, as well as those managed from the MINCyT and from the R+D+i Agency, as well as in Provincial Calls (ASaCTel) .
For this, we work in coordination with the CyT Secretariats of the 12 Academic Units and the CEI.
UNR Research Projects
There are two types of projects accredited at UNR: PID (Research and Development Projects) and PPCT (Scientific and Technological Promotion Projects). Having an accredited project of any type enables its Director to apply for a UNR grant.
A Teacher-Researcher can direct and/or be a member of a maximum of 2 PID projects (used in the Incentive Program) in force until 2025 (Procedures Manual for the implementation of the Incentive).
- In September of each year, the UNR calls for the accreditation of Project Lines and Programs. They must be submitted through the platform SIGEVA-UNR (unr.sigeva.gob.ar) in accordance with the provisions of Ordinance No. 647 and amendments.
- The Projects, Lines and Programs will come into force on January 01 of the year after the call.
- The validity of the approved projects is Quadrennial (calendar year).
Project management
PPCT It is a requirement that directors have a teaching position in the academic unit where they are based, and scientific background that supports them. PID-UNR They must be directed by researchers category III or higher; as established by Decree No. 2427/93.

Requirements and Clarifications
- Final reports: No final reports from previous projects should be owed.
- Previous surrenders: No returns are due for subsidies received in 2020.
- Pre-execution: Subsidies received in 2020 must have been fully executed.
- Verification: After registration, the presentations will be verified to ensure they meet all the requirements mentioned above.
- Execution time: Subsidies must be fully implemented within one year of enabling corporate cards.
- Closing of the Call: Once the call for applications has been closed, subsequent registration instances will not be enabled without any exception.
Who can receive subsidies? Only current accredited research project directors.
How many subsidies can each Director receive? Each Director can receive one (1) grant, regardless of how many accredited projects he or she directs.
