ENVIRONMENTAL PROBLEMS OF LOCAL RELEVANCE. A METHODOLOGICAL PROPOSAL FOR ITS DETECTION AND CHARACTERIZATION.

The environmental paradigm can only be built and strengthened within the framework of a society that is aware of its environment and actively defends its quality. The existence of a body of rigorous information on the local environmental reality, which accounts for the state of the situation and possible perspectives, enables participatory processes in favor of improving and preserving the environment at a local scale and, in systemic terms, at other scales. superiors.

This project, based in the Center for Interdisciplinary Studies (CEI) of the Universidad Nacional de Rosario, proposes - within the framework of the Master's Degree in Human Environmental Systems (MSAH) - to develop a methodological proposal for the detection and general description of environmental problems that significantly affect a city and its territorial environment.

In other words, an operational device that makes it possible to identify complex phenomena, based on the experience and ideas of the actors who experience them, and not only as a compilation of information coming from other people's ideas, sometimes involved in processes that, for action or omission, impact the environment. It is expected, as a link in the proposed process, to develop the test instances of the device to be developed, in the city of Rosario and its surroundings. It is important to clarify that, since its creation in 1998, the MSAH has had as one of its objectives to build rigorous environmental information of local value. In fact, it is an objective that has been fulfilled through the different final theses prepared by the magisters.

The Project articulates the Master's Degree in Human Environmental Systems with the Environmental Observatory and the Chair of Advanced Studies for Sustainable Development, all located in the CEI. This research is proposed as a starting point for the construction of a reference base of local environmental problems, possible to address in the framework of theses and final works, as well as a space for relationships with other academic, community and government decision areas. and business, as set out in the objectives set by the CEI authorities. The starting point condition of the process to be developed within the framework of this project is highlighted, considering the dynamic nature of environmental problems and the need to observe their transformations in a systematic way to update the information in question.
