:: RATIONALE:
The health sector is crossed by different fields of knowledge that contribute to the development of collective health as an interdisciplinary body made up of different social sciences. Although in our country there is an emerging production in this field, the perspectives have been disjointed, without a body of integrating knowledge that offers theoretical coherence and articulation in the current challenges of the health sector. In this framework, it is necessary to develop an analytical body with different and new conceptual dimensions to address the complexity of social, institutional, economic problems and in the management of organizations in the health service system. From this perspective, concepts such as 'health service systems', 'health production complex', and 'social protection system', are part of an object of knowledge that, when articulated, offer substantive contributions to the formulation, implementation and evaluation of health policies and interventions in the management of health systems and services in the Latin American region. The program aims to train PhDs with the capacity to respond to this need for the articulation of research lines, covering a priority vacancy area in interdisciplinary training in policies, management and economics of health systems and services. The Doctorate will make it possible to form a scientific community, consolidating a critical group of scientists with systematic production.
The PhD is linked to the Master's Degree in Health Systems and Services Management (CEI-UNR), where an interdisciplinary body of professionals with academic training in the field of health systems and services management from different regions of the world has been formed. country and abroad. There is also coordination with the Master's Degree in Public Health (CEI-UNR), which contributes to the deepening of knowledge in the sector (both resolutions of the master's degrees are attached). In this way, the more than one hundred master's degree graduates in both careers, as well as their teaching staff, are in a position to achieve a substantial advance in the production of knowledge.

:: GOALS:
The general objective of the Doctorate in Policies, Management and Economics of Health Systems and Services is to promote research and conceptual development in the field of management, policies and economics of health systems and services, integrating these areas of knowledge. , considering the social, cultural, economic and political specificities of the health sector in Argentina and Latin America.

The specific objectives refer to training Doctors capable of:

1) Study and explain the complexity of change processes incorporating social, epidemiological, economic, organizational and institutional dimensions of the health system in Argentina and Latin America.
2) Develop models and instruments for the evaluation of policies, programs and services and interventions aimed at improving the performance of the health system.
3) Produce analytical tools that contribute to the development and implementation of strategies for change that are more equitable, effective, efficient and appropriate to the social, political and cultural conditions of the region of Argentina and Latin America.
4) Produce and promote models of articulation between the scientific field and the decision-making processes that are part of the health sector.

:: COMPETENCES OF THE GRADUATE:
a) The graduate will be able to use and produce specific knowledge to carry out research that constitutes original and substantive contributions to the scientific field of policies, management and economics of health systems and services.

b) The graduates of the career will develop a critical sense, from a solid scientific background, questioning the capacity of the health sector to respond to the social and epidemiological problems of the population, considering the influence of the economic, organizational, institutional and political context.

c) The graduate will develop the ability to articulate perspectives, dimensions and tools from different disciplines, which will allow them to act interdisciplinary with researchers from other areas of knowledge.

:: ADMISSION REQUIREMENTS
Previous degree required:
Applicants must be graduates with a degree in Economics, Administration, Psychology, Sociology, Nursing, Biology, Nutrition, Dentistry, Law and other degree titles obtained in Argentine universities -national, provincial or private- legally recognized with equivalent degree titles to those of this University and who meet the specific requirements determined for each particular case by the Academic Commission of the career.

Other requirements:
a) Graduates from the Master's Degree in Health Systems and Services Management and the Master's Degree in Public Health will obtain 50% of the credits/hours approved in the degree by equivalency, after evaluation by the Academic Committee in each case. , with the exception of the thesis workshop in the basic training area, which will be mandatory for all doctoral students.
b) Graduates from foreign Universities, officially recognized in their respective countries, who hold titles equivalent to those indicated in the previous paragraph, prior certification from the Faculty, from the Accrediting Body of their country or corresponding Ministry; belonging to the areas stipulated in the preceding paragraphs. Its admission will not mean revalidation of the degree title for professional practice.
c) The Academic Commission will decide, after an evaluation of the background, the admission of the applicants, who must prove an academic background in the field of economics, politics and management of health systems.
d) If considered necessary, the Academic Committee of the program may require a directed reading or one or more courses of the Master's Degree in Health Systems and Services Management as a prerequisite for admission to the Doctorate.
e) Applicants must demonstrate, through the corresponding certification, knowledge of the English language, level II.
f) For non-Spanish-speaking foreign applicants, it will be a requirement for admission to prove adequate knowledge of the Spanish language.
