The training program, designed by the Universidad Nacional de Rosario and the provincial government, is intended for cultural representatives of municipalities and communes.
La Universidad Nacional de Rosario and the Government of Santa Fe, through the Ministry of Culture, launched the "Undergraduate Diploma in Cultural Policy Management in Local Governments." The first meeting took place on Tuesday, August 12th, in the great hall of Plataforma Lavardén and was attended by Rector Franco Bartolacci and the Minister of Culture, Susana Rueda, along with provincial and university authorities.
The Diploma will last three months and is intended as a training program that seeks to professionalize cultural agents in the Province of Santa Fe. Its main objective is to provide theoretical and practical tools for planning and producing cultural projects, fostering a critical vision of contemporary reality.
The first cohort of the Diploma will include 80 cultural leaders from the province's 19 departments. They will participate in a training program involving the Faculties of Humanities and Arts and Political Science and International Relations.
“The university is an extraordinary tool for upward social mobility, which every day produces many very important things for many people, but these things were often closed in on themselves. When we began working, we decided to do things that would break down the barriers that often impede access to education in all its forms. We continue working to make the university more present,” explained Rector Bartolacci.

Regarding the Diploma, Bartolacci stated: “We hope that this not only contributes to strengthening and professionalizing local administrations, but also to strengthening a network that, in these times we are living in, is also a network of small spaces of resistance in the face of a world that seems increasingly difficult and complex. Probably, most of the time, the current situation makes us understand that what's important lies elsewhere, but have no doubt that we will resolve what's relevant and structural to the extent that we restore culture, art, education, and science to the centrality and hierarchy they deserve in a society. These are the things that save us; what transforms us and what makes us truly free. And sustaining them from the public sphere is decisive.”
For her part, Susana Rueda emphasized that this program "is fundamental; it's one of the first we designed at the Ministry of Culture." She recalled that at the beginning of her administration, she toured the entire province with Territorial Posts in each of the departments, visiting more than 230 municipalities and communes. "We realized that one of the first areas we needed to address was precisely that of education. Because for us, culture is built from the bottom up. The culture of Santa Fe is diverse. And the identity of Santa Fe is precisely that diversity, because it accompanies the landscape, it accompanies the territory."
“Education has gone through many problems, primarily due to economic issues and crises. But never before in Argentine history has a government administration underestimated the value of public education in this dimension. The same thing happens with culture. We constantly have this dispute over meaning, and you have it in the country. That's why the Ministry of Culture is our ally. Networked culture is the place where we grow stronger; it's our refuge to continue designing, to continue articulating, to continue supporting each other. Culture is our refuge and our mechanism of resistance. So we welcome you to this Diploma in Cultural Management, so that it may serve, above all, to help us resist ever better. Another culture is possible, and culture always saves us.”
About the Diploma
The Undergraduate Diploma in Cultural Policy Management in Local Governments, Distance Learning, is a training program that seeks to professionalize cultural stakeholders in the Province of Santa Fe. Its main objective is to provide theoretical and practical tools for planning and producing cultural projects, fostering a critical vision of contemporary reality.
The three-month program is delivered through a distance learning model that promotes interaction and collaboration. Participants will explore cultural concepts, public policies with a rights-based perspective, artistic communication, and project planning, culminating in the submission of a comprehensive final project applicable to their local area. This program seeks to expand knowledge and skills in cultural management within the community and municipal spheres.
