Under the motto “Caring Cities: innovative, safe and resilient” , the main objective is to promote interaction between Mercociudades member cities and with third parties, in order to foster the development of the Network's thematic priorities through South-South cooperation.

The present call has among its specific objectives to promote the addressing of themes prioritized by Mercociudades, based on the work plan approved at the XXX Summit and the thematic axes: Vulnerable populations; Innovation; Gender; Resilience; and Climate Change, and with a cross-cutting view on SDGs 5, Gender equality and women's empowerment; 10, Reduce inequality within and among countries; 11, Sustainable cities and communities; 16, Promote just, peaceful and inclusive societies; and 17, Partnerships for the goals; and some of its targets, as well as the New Urban Agenda.

Member cities and associate states of the Mercociudades Network may participate in the call for proposals. These cities and states will be responsible for submitting and coordinating the proposal. Universities belonging to the Montevideo Group Association of Universities (AUGM) may also participate as partner entities. Each proposal must include at least two member cities or associate states.

The implementation period must be 12 months, which may be extended for up to 6 additional months for duly justified reasons. The Network will accept proposals until October 1, 2026. Consult the International Relations Offices of each Faculty for the closing dates for requesting the signature of the Institutional Endorsement letter.

The program will finance up to 50% of the total project costs, but this contribution may not exceed the maximum amount mentioned above. The difference between the total project cost and the requested Program contribution will be considered a counterpart contribution and must be co-financed by the participants. This contribution may be financial or another type of contribution (human resources, locations, equipment, office supplies, etc.), with a minimum contribution of 10%.
